Hi there Ryku! There are a few things I'd like to change before I feel fully comfortable accepting this character.
First off is the faceclaim. As mentioned in the rules - "All characters require an illustrated face claim from an established series." As Yoongi is not only not from an established animanga series, but is also a living person, I'd like for you to change the faceclaim to something else.
Next up is the "Children of Rain" backstory. I'm not super into it for a number of reasons - firstly, it supposes that Amegakure had such a "Root"-like program in the first place. Secondly, I don't think it is doing much for your character. I can understand that you might want to use that as part of his character, but I'd urge you to find something similar that doesn't more or else force the village to have done something like that in the past. I don't think it is doing much for him anyway in terms of skills - most of these are things he could have learned through the academy.
Lastly for now, and on a good note instead, the Shurikenjutsu might be redundant. This doesn't have to change if you did intend it, but Kenjutsu can replace Shurikenjutsu. This would let you move to Genin Option 3 and raise either Taijutsu or Stealth to Apprentice, or you could replace Shurikenjutsu with something else like another ranked proficiency, an unranked enhancement, a clan heritage, or a dormant advanced release. Again, if you intended to have Shurikenjutsu as well, then this can be ignored.
