While I do appreciate the enthusiasm, we would like to keep proficiency descriptions to the point and brief. They should really only state what a character is capable of at their current level: the What, if you will. The How, Why, When, and Where can all be covered either in-character in posts ideally, or in the background section of your character sheet. They are after all mainly a way for other writers to get an idea of what your character is capable of.
Before I approve this, I'd like to see the Medical Ninjutsu description shrunk down to something closer to its prior size. If you'd like, you can also put in a request now to add some more paragraphs explaining his history with the proficiency into the main body of your app.
