From my understanding of your choice: you have one too many proficiencies. For a Chunin, you have three options, I thought you were doing opt 1 so feel free to correct me if that's the case:
Option 1. Begin with taijutsu, shurikenjutsu*, stealth, and two additional proficiencies all at apprentice level.
I would recommend to fit your build the best to remove the elemental release so that you can add them later to unlock the Shakuton, or perhaps take it in a different direction with the tai-oriented initial build you have.
In terms of the history honestly it was a great read: but I'll need to get back to you at your character's position as a "central figure" in the site history (Kazekage's daughter's husband to be, interference/interactions with Shinko) but should hopefully have an answer for you today (19/09/2021)
I made those edits for you, but you'll need to add a description to your stealth proficiency and how far she might be able to see with the byakugan as well as illustrate how big the blind spot is for her Byakugan.

From a proficiency point of view, you are still missing stealth and will need to add that in there: the options are listed below. That, and you'll need to sacrifice something in order to have an active Byakugan as that requires a dormant slot and an active slot to attain.

You will need to actually put something in for the proficiencies, even if they are brief!
In terms of the Byakugan: in order to get the Byakugan later, you'd need to put in a dormant Hyuga slot now, which takes up a slot - which also means the enhancement of speed would not be possible at this point. Similarly, the Hijutsu Gentle fist without the Byakugan would only be semi useful without the actual sight to see the tenketsu with deadly precision. Otherwise, it's just a hurtful insides punch.
Sorry that there's a lot of negatives from the get go: your character is well established, and I like the direction that this character will go in retribution for the sand. Vengeance ahoy!
