History
The Nekoto started as a lowly clan of fishers who lived near the coasts of Kumogakure. Their habit of feeding fish to local wild cats gained them a reputation among the ninja. They were therefore given the name ‘Cat-Gate’ (Neko-to) by the village. Over the years, the Nekoto lived more and more in harmony with their cats. Though some ninja trained cats, the Nekoto never tried to interfere in the lives of their guests, and instead they let the cats teach them.
As generations passed, the Nekoto became more cat-like. They would drink fish oil instead of sake, hunt small animals using their long fingernails as claws, and could get high off of catnip. Some of the cats changed as well. According to legend, some cats who lived with the Nekoto for 100 years transformed into bakeneko or nekomata, fire-breathing twin-tailed cats of monstrous size.
In recent generations the Nekoto have contributed many shinobi to Kumogakure. Those that don’t become ninjas continue to run what is now a mega fishing corporation.
Relationships
Obviously the Nekoto hate dogs, so they are eternal rivals of the Inuzuka (though the Inuzuka are actually a much more powerful and well-known clan so this rivalry is mostly in the minds of the Nekoto). They also hate the Amegakure pirates, who often get in the way of the Nekoto fishing operations. However, they are at a disadvantage when fighting on water, so they will usually run away when attacked by pirates and will only really pick fights with them if they can do so on dry land.
Weaknesses
Nekoto have the following weaknesses:
Dogs - Nekoto are afraid of large, aggressive dogs. Though they can handle small dogs
Water - Nekoto hate getting wet and will be freaked out until they can get dry. They have a special Katon drying technique just for this.
Shamisen music - Shamisen are traditionally strung with catgut, so the sound of it being played make Nekoto go berserk. Only powerful Nekoto can control this instinct. Many Nekoto use aural genjutsu to block out the sound and prevent themselves from going berserk.
Catnip/Silvervine - this makes Nekoto high. Nekoto children are not allowed to sniff catnip.
Fish/Cat toys - Nekoto can be distracted by these
Nekoto Naming
Anyone born into the Nekoto clan is given a name following the naming scheme of the clan. Since their name could be read either as ‘Cat Gate’ or ‘With cats’, everyone in the clan is named after a verb, so their name forms the sentence ‘<Something> with cats’. Obviously, anyone who married into the clan would not have a name following this scheme.
Examples:
Nekoto Hashiru (Run with cats)
Nekoto Karu (Hunt with cats)
Nekoto Neru (Sleep with cats)
Nekoto Sawagu (Party with cats)
Nekoto Ikiru (Live with cats)
Nekoto Kamu (Bite with cats)
Nekoto Tsuru (Fish with cats)
Nekoto Ayumu (Walk with cats)
Nekoto Noboru (Climb with cats)
Nekoto Odoru (Dance with cats)
Nekoto Tatsu (Stand with cats)
Nekoto Suberu (Rule with cats)
etc.

Requirements: Physical Enhancement & Taijutsu & Genjutsu
Powerful Nekoto train themselves to control the rage that is caused when they hear shamisen music. Then, in battle, they use a simple genjutsu to make shamisen sounds play from the air. This sends them into a controlled rage which maximizes their chakra output.
With this maxed-out chakra the Nekoto member half-transforms into a cat demon, growing cat ears, huge claws and fangs, and twin tails. In this state their taijutsu becomes much stronger and they can freely breathe out high level Katon flames without needing hand-seals. They are unable to use genjutsu in this form, but are also impervious to genjutsu as they have control of their raging chakra.
This power can be directly counter-acted by drenching the Nekoto in water, blocking them with a very large and ferocious dog (we’re talking a supernaturally-large dog here) or using a technique that deafens them, thus cutting off their ability to hear the enraging shamisen music.
Genjutsu - The cats enjoy using genjutsu to play with their prey and cause paranoia.
Katon - Bakeneko/Nekomata are said to breathe fire, and Nekoto enjoy drinking highly flammable fish oil, so they naturally excel in fire arts.
Physical Enhancement - Nekoto often try to develop methods for strengthening their own bodies so they can outperform other ninja and raise the clan fame in the ninja world.
Taijutsu - Cats fight with great agility. They have a specialized fighting style that emphasizes targeting enemy weak points and slowly bleeding them out, as cats enjoy playing with their food. Their methods are sometimes seen as cruel or dishonorable by other ninja.
