The written history is cool but the problem is that the Hidden Leaf was destroyed 70 years ago (first mentioned in the Map & Setting section). Now something you might be able to do to preserve your story is to make them Sound ninja that were stationed near the border at an outpost, where similar things could have happened.
With proficiencies, the listed options don't allow substitutions other than the one listed (shurikenjutsu to a bukijutsu). Taijutsu, shurikenjutsu, and stealth are universally trained in academy.
Genin Option 1. Begin with taijutsu, shurikenjutsu*, stealth, and two additional proficiencies all at rookie level. Option 2. Begin with taijutsu, shurikenjutsu*, stealth, and one additional proficiency. One proficiency at apprentice level and the others at rookie. Option 3. Begin with taijutsu, shurikenjutsu*, and stealth. Two at apprentice level and one at rookie. *You may substitue shurikenjutsu with another form of bukijutsu if desired.
There are a couple configurations you could begin with.
Katon Starter taijutsu, kenjutsu, stealth, katon all at rookie + Uchiha heritage
No sharingan start but the potential to unlock it is there.
Sharingan Starter taijutsu, kenjutsu, stealth, sharingan all at rookie + Uchiha heritage
No katon to start but it can be picked up later.
Uchiha Classic Shurikenjutsu or Kyujutsu at apprentice. Stealth and kenjutsu at rookie + Uchiha heritage.

It is told that the scattered families of the Chi are the descendants of an older clan, that their prowess exceeded that of a hundred clans. It is often said that the Chi clan once manipulated not only blood but pure iron and slaughtered a thousand clans this way. This, of course, remains a mystery — a tale passed down from one head to the other. And like most tales, it is nothing but wishful fiction.
From an early age, Chi children are taught tradition and integrity; manners and humility. The clan believes a conservative upbringing to be the best, and often slaps heavy expectations upon the younger members. This implies physical and katana training, mental conditioning, and etiquette schooling. Failure to meet expectations often results in ridicule and minor punishments such as extending the lesson or depriving the Chi of food. It is why weak Chi members with an iron-deficiency are often said to be rebellious and insubordinate.
Coming-of-age ceremonies are held when the Chi becomes nine. If they have mastered the Blood Bending Technique they are congratulated and a celebration is held for them. On this day, they are also — per tradition — instructed to slay a smaller creature with their own, manipulated blood. This suggests they are half-way into becoming full-fledged Chi and brands them not only proper, but strong. They are then enrolled in the academy, and — when they finally muster the courage — they can choose to become a full-fledged Chi.
This happens when the Chi spills the blood of a loved one — or, in practical terms; takes their life.
Hijutsu
Blood Bending Technique Chi are able to bend their own blood and alter its shape so that it may resemble a weapon or a shield. Variation of these shapes depends on the volume of blood that the Chi extracts. More advanced members are able to exude larger amounts (and therefore a larger quantity or a larger shape) of blood.
Conceptually Seiichi is awesome! There are just a couple technical things, but they are actually good news things.
All (shionbi) characters have to have the three core shinobi proficiencies (taijutsu, bukijutsu, and stealth). This means that you'll need to drop a slot, but here is the good news: We don't make you take up slots to have different fighiting styles in taijutsu. This means you can take the content of your two taijutsu and put them together to make room for stealth. It would look something like this

He does not pull his punches and intends every outcome when he strikes; to the more arrogant, Seiichi's way of combat is detrimental.
↳ Resuringu Wrestling and ground combat are nature to a man like Seiichi. The ninja also specializes in this manner of combat using his overwhelming strength and ridiculously powerful joints to force a foe into submission. With an ursine-like grip, enemies or sparring partners alike will find escaping him a monolithic task as his hold only become tighter in response to the fight he receives, threatening to teeter any onto the edge of their moral coil. There is an overwhelming combinations of aerial moves, holds, strikes, throws and pins to behold. At the end of the day, however, who said a headlock couldn't be lethal?
So with that after you merge the two we need to put stealth on there, which also means you could bump your bukijutsu up to veteran or you could leave it at journeyman and add an additional proficiency.

Hi Slash, everything looks good. The only thing I'd like to see is a small description of each ninken she has so I can get a good gauge of the number and size of the doggos. The most proper convention for ninja tools that come free with a proficiency is something like this

But you can also just do paragraphs.
Alternatly, if it is more of a random dog type thing you are going for that's okay as long as they are average ninken and you keep it to like four at a time max (maybe more if they are below average) If that's the case just specifying something like that in the proficiecny should do.

Overall good, just a couple things on the fuinjutsu proficiency side and we'll get you out there. It looks like a lot but it is mostly just asking for a few limitations established on certain aspects.
Sealing chakra/sealing a person will require them to be well restrained. Sealing a person needs a medium that would cause the person to spill out if impacted. I'd like to see these limits specified.
Draining chakra isn't within the scope of fuinjutsu here, it is restricted to the chakra absorbption proficiency.I'd like to have the draining stuff taken out.
Sealing elements is okay, this could be used for sealing up say a residual fire caused by katon use or flooding from water. I don't see sealing something like the initial blast of a fireball jutsu as a possibility at this rank. I'd like it to be specified that it can't be used to stop direct elemental attacks.
With poison sealing, since Kegawa doesn't have a medical background to pinpoint the location, I'd like to see some drawback like having to disable an entire limb that has been poisoned to seal it.
