Once known as the Tenshi, the Tenma were servants of a shrine placed in the Land of Fire. Tasked with both the upkeep of the shrine and servicing the people, the Tenma were at one point known for the monks that were scattered across the world solving the troubles of the common folk. During the rise of the Empire, however, the shrine was destroyed and the status of most of the Tenma residing there is unknown to this day.
Since then, the Tenma monks of old have abandoned whatever code or religion that once drove them and settled down wherever they were. They stopped servicing the people, stopped preaching to the masses, and have since become a sort of legend to those that once knew them. Seeing a Tenma nowadays is surprising if anything, and usually comes with some form of luck. Good or bad, however, is up in the air.
(It should be known that there aren’t any Tenma besides the characters made and any immediate family stated, to support the narrative that they are rare in the world.)
Hijutsu
Yokai Slaying Arts (Fuinjutsu) Requirements: Since being tasked with the keeping of their shrine, the Tenma monks have traveled the land with the knowledge of how to deal with the supernatural when it occurs. Finding normal talismans ineffective and not flashy enough for them, the Tenma decided to just forgo paper mediums and write their seals on the fly.
By leaving chakra trails in the air and drawing with their fingers, the Tenma can use seals as they see fit. There are some uniforms among the clan, and there are others that are custom. The special thing about these seals is that they can, in theory, replace ninjutsu as long as the jutsu is known by the writer they can make a seal for it and use the seal instead of hand signs.

Are you wanting this to be its own Proficiency that functions with the user's Fuinjutsu Proficiency, do you want it to replace their Fuin prof and rank up, or something else? Outside of that, I need it to be fairly specific that you're substituting the hijutsu for handsigns and not just making ninjutsu out of it.
