[attr="class","APP3"]"Yes, you've got to be quiet!" the aid said loudly, but then covered his mouth in regret. There was the sound of stirring in the other room. The aid's eyes widened as he moved towards the bear and started trying to push it out the door, only to back away in fear at the last moment before getting near its large mouth.
The shogi door to the kage's room opened up. Izuna stood in a black kimono without an undershirt, and was bearfoot. In his hand was a bottle of some sort of alchohol that was brought up to his mouth and dranken from before he spoke.
"Raikage-sama!" Benjiro said as he lept to the ground and bowed to the man.
"Benjiro! Why didn't you tell me we had a guest?" Izuna said in an annoyed voice. "Hi there, Korogaru!" he said to the woman with a smile. She wasn't too much younger than he was, and he happened to recognize her through know who her father and brother was.
"What is going on with the bear?" he asked. "Benjiro, get the bear unstuck. Korogaru, did you come to speak with me? Let's step into the office," he offered while the aid whimpered in defeat.
[attr="class","APP3"]"T-That's not what I meant!" Benjiro cried. He looked with puzzlement at the bear who had become lodged in the door, and then a sicly look came over his face as a gruff voice called from behind him.
"Keep it down, why don't you?" the kage called from the other end of the door. "I'm trying to take a nap."
"Y-Yes sir!" Benjiro called back. He looked at Korogaru and lifted a finger up to try to shoosh her, and then to the bear. "We've got to get him out, quietly," he said in a hushed tone. "Has this ever happened before? You know, has it ever gotten stuck in a door before?"
[attr="class","APP3"]Behind a desk that wrapped around in a semi-circle which enclosed him into a wall sat a man with dark hair neatly stamping papers and sorting them. The air of a cool day and a breeze disturbed him, when he looked up he seemed to be in shock.
"Ahhh! Korogaru-chan! You can't just bring a bear in here!" Benjiro, the assistant to the kage replied.
To either side of him were large shoji door made of the finest oak, and embossed with golden designs of otherworldy serpents. He didn't seem intent to summon the raikage unless he could be convinced that Nomi was safe, or is she dismissed him.
Kumogakure's tower is a massive structure that raises it above others, sitting like a crowned jewel near the center of the village and built of glass sectioned off with wood and steel. Inside is a reception area and a simple set of stairs that lead up into the top where the office of the kage rests. The current kage has piles of paperwork sitting on his desk that are partially done and an office full of weapons hanging from the walls.

[attr="class","APP3"]Izuna tilted his head and took a deep breath with is eyes closed, exhaling light smoke.
“Perhaps, Seiichi, very insightful of you,” the raikage responded. “Anyways they had this turtle soup dish that I really miss. I really regret not getting the recipe.”
He peered at both shinobi in his presence back and forth, scanning Chinetsu as he rubbed his chin. He then looked back over to the bear-clothed warrior, and then down at the paperwork he was neglecting. He started rifling through things. “You must be here for a job eh?” he said, still shuffling through scrolls. “I’ve got an A-Rank that hasn’t been assigned yet here somewhere… Ahh! Here it is…
One of our clients is a large shipping company that connects us with the mainland and helps make our country prosperous. We’ve got intel that Kirigakure is planning to send shinobi to infiltrate and hijack a cargo ship after it is supplied and sent out into the open sea. We suspect they are already hiding among the crew.”
The raikage cleared his throat and paused for a moment. “You just came back on active duty again huh, probably going through processing. Seiichi, meet your newest addition to platoon two and assitant in this task - “
He paused for a moment as he gestured at Chinetsu. He was terrible at remembering names.
[attr="class","APP3"]“H-Hey!” Benjiro called out at Chinetsu as he flicked his hands up, with a series of six kunai flying from his kimono and hovering into the air on invisible strings of chakra.
“Hm,” the raikage muttered. “Pretty bold of you to slip in here uninvited.” “Your orders sir?” Benjiro said in his combat ready stance. “That’s okay Benjiro, come in and have a seat,” Isana replied. Finally, he turned his attention back to Seiichi. Benjiro let out a sigh and the kunai returned neatly into the inside of his wardrobe as he slipped back away and into the inner chamber to leave them to their devices.
The raikage took a deep drag of his pipe with his eyes closed, and then after a brief pause, he let it roll out of his nose with his head tilted to point it away from his guests.
“What were we talking about again? Oh. Yea,” he said. “Did I ever tell you about the time I snuck onto a pirate ship and staged a whole mutiny just wearing an eyepatch as a disguise? It must have been… twelve years ago. No, probably before that… when it happened isn’t really important.”
He took another drag and peered out over the village, then exchanged a glance with both Seiichi and the other gentleman that he could recognize from his face but not by name.
“I basically just walked right on the ship and started swabbin’ the deck as soon as I got on it,” he said. “Nobody Is going to argue with a guy who cleans. I was probably on that ship for eight months and I’ve gotta say that crew really treated everyone like family, it was a hard mission to finish at the end.”

"Koji-san, it's nice to see you again," He said in a warm voice. There was something disenginous in his gaze, as he kept glancing back at his work and then to Seiichi. "I don't think we have-"
"Hey Benjiro!" a voice called from the doors behind him. "Yes sir?" the assistant replied, stiffening up a bit and glancing back. "Who is that? Is that the yosenabe?" "Ah, no sir. It's Seiichi Koji." "What? Oh. Hey send him in!"
"Yes sir. Follow me please, Koji-san," Benjiro asked. He unlatched a part of his rounded desk and began to slide open the shoji on the left. He'd guide the jounin to enter the chamber, neatly kept and furnished with expensive sculptures and artwork along an expansive library of scrolls nestled in shelves along the walls. The room was absent a kage, but Benjiro took him past another door that slid open and out onto a balcony deck that overlooked the village.

He was rested on a cushion with a somewhat dishelved stack of papers sitting in front of him and a quill and ink waiting for his return to duty. "Seiichi, nice to see you," Isana greeted with a grin as he looked over at the jounin with a smile. He gave Benjiro a dismissive wave that also dispersed some of the smoke around him. The assistant would disappear behind the door. "Got time to take a load off?" he asked gesturing towards another set of cushions resting on the balcony.

Kumogakure is located in the Land of Lightning and was founded by a group of powerful shinobi bands inspired by the success of Konoha. The village is settled on a range of tall mountains among the clouds. Where the Hidden Stone is built on solid ground between jagged mountain, the Hidden Cloud is built upon the peaks themselves connected by bridges and platforms.
Standard issue attire for shinobi living in Kumogakure consists of a grey top gathered at the waist with a matching bottom. Over the top of it they where flak jackets with arm and shin-guards.

Historical Events
Year -105 Kumogakure established.
Year -68 The First Raikage is slain in a battle against a sea monster dwelling in the deep.
Year -25 The Second Raikage retires after a long era of relative piece, during his reign he helped to integrate refugees from Konoha into the village.
Year -23 The last of the dragons is slain.
Year -15 to -10 The Third Raikage leads a campaign to take control of the Land of Whirlpools and other surrounding Islands. A war ensued with the Hidden Mist Village, leaving Kumo the victor.
Year -5 to 0 The Third Raikage retires, Izuna Sarutobi takes over as the Fourth Raikage. He focuses his efforts on trying to maintain gained territories and seeks to build alliances with Otogakure in order to strengthen the countries position.
Note: 0 on the calendar is the first year in the roleplay, spanning from June 2021 to the end of 2021.
A well-rounded shinobi who has recently come into his station as the raikage. His predecessor left him with sour relations with the Hidden Mist, and he is charged with defending new territories from watery invasions.
Izuna has a humble background, working as an academy instructor through much of his shinobi career and working his way up to being the head of the academy. For a time it was thought that he didn't have what it took to move from special jonin to jonin, as he lacked focus in his talents.
Izuna has taken the same method to life as he has as a ruler: measured and proportionate. Unlike the other Kage who may rule with authority, Izuna is a friendly face with a shrewd eye for trade that has seen him make concessions in more ways than one. You might think him a lazy ruler, but this could be farther from the truth. Probably the most likely to be up at all hours, Izuna is balanced in every other walk of life except to rule, for which in some ways is his weakness, spending more time pruning for different opinions and acting on the 'majority will'.
This has led to him being seen as soft by some, and well liked by others - for not all see what he does on a day to day basis. An overworker by far, but not lacking in spirit or restraint as a result.
Izuna has been meeting with Otogakure with interests in establishing diplomatic ties with the village, but his most pressing concern is with the Hidden Mist Village invading Kumo's islands.
Proficiencies
Lava Release [Grand Master] Izuna is unrivaled in his ability with lava release, controlling it masterfully in multiple forms granting him great versatility. From his mouth he can spew a fast moving line of volcanic ash that carves a narrow path of material that can span the distance of a large building in a matter of seconds. A direct hit from one of these attacks will incinerate all but the most fire resistant materials, and coat the target in thick caustic ash that clings to the skin and hardens. Painful to breathe, a thick wall of smoke hangs in the air for hours, resistant to anything but the strongest futon techniques. He is also capable of forming a rubbery substance that can be shaped freely. Quickly able form a rubbery staff that is extremely flexible, bending without breaking against most blows. Alternatively, it can be used to shape terrain, creating independent walls, complex shapes, or 'shrapnel' like blasts. Izuna also has his strongest offense in combination with his Bo Staff; an eruption of molten earth at point blank range.
Earth Release [Master] An earth release master, Izuna can manipulate large amounts of land at a time, consuming buildings if he so wished. Not fond of these more grand conceits, he has spent a large amount of time perfecting his basics, allowing him to cause earth nearby him to shoot up with the lift of a finger. Effective for forming staves in a gesture, his surface walking allows him to turn the ruptured ground into an effective way to move in any direction. Because of his focus, he can do this incredibly efficiently with his chakra.
Bojutsu [Veteran] Izuna is well practiced in using traditional staff techniques, having formed his own self-taught style. Bounding around open and tight areas alike with bouncy footwork and multiple staves, Izuna rarely relies on just one weapon at a time. Various flexible leaps off the rods, combination sweeps, and various forms of thrusting techniques, he has a varied level of execution that lacks heavily in stopping power, and is far from the fastest.
↳ Son Goku is a somewhat abnormally thick bo staff, with either end showing a hole leading near the center of the staff. A blend of chakra reactive metals allow for jutsu to be molded through the staff, and launched from either end. He relies on his elemental techniques for staves otherwise.
Fire Release[Journeyman] Izuna's fire release knowledge is respectable. He has predominantly focused on learning fire breathing techniques to blanket immediate areas in front of him with intense flame. He has mastered basic shaping of flames as they leave his body, although exercises no ability to influence them afterwards. He also knows a handful of survival techniques for warming his body in cold environments.
Taijutsu [Journeyman] Izuna is practiced in jiu-jitsu, a style focused around manipulating an opponents force against them. Focusing on pins, reversals, and take downs it is a more reactionary style that is honed for self defense. While he isn't a master of empty-handed fighting he does have a good deal of technical knowledge on the subject and is quick to punish clumsy attacks.
Stealth [Apprentice] Izuna has gained a little more knowledge throughout the years in utilizing stealth techniques than the basics taught in academy, but it isn't something he has specialized into heavily. Some might be fooled, as the thick ashen clouds of his ninjutsu tend to block out many conventional detection methods. He knows enough to take advantage of this to get to a more advantageous position on occasion, giving him an odd niche with the abilities even though he wouldn't be stellar at setting up an ambush.
