Blacksail they call him. An outsider who built a fleet of pirates in his mid twenties. Under his leadership his ships pillaged coasts throughout the world until he settled his interests on Mizu no Kuni. Through treachery, deceit, and might he took the Hidden Mist for his own.
Feared for both his might and mind, Kuragari Nara is a cocky ruler with a sardonic attitude. He is hard to reason with, and aggressive when it comes to territory disputes. He is viewed as a force of strength and chaos in the village, and has little regard for the opinions of others. Since his take over the kage tower has been filled with barrels of drink and the laughter of his cronies.
His current focus is on the Land of Whirlpools and other islands that were conquered by Kumogakure before his reign. While outright war has not been declared, he skirmishes with their ships and acts even more aggressively through proxies.
His only diplomatic interests seem to be with the distant Hidden Rain. The logistical challenges of establishing trade with them include battles with the Taiyou Empire's Navy, which he sees as an interesting challenge to control southern sea lanes.
Once a man with another life, another name, Nara Kuragari has turned the mist into his home. All that is known about his past comes from his accent; thick, and foreign. He spares no effort in subjugating a working class, having crept into every shadow cast under the sun. A man with a belief of absolute rule, his strict, bloodthirsty nature has knitted the islands of Kirigakure together, a conquest he seeks to continue to expand.
While his own law is absolute, the lands among them are organized almost entirely by who produces the most liquor - where the booze goes, the people go. Maintaining his country as a massive ships crew, merit can be fickle to gain. Kumogakure and Uzu no Kuni stand in his countries way; a crime punishable by death.
Shadow Manipulation [Grand Master]
Considered the strongest living Nara, Kuragari has raised himself high on the clan's hijutsu. Capable of maneuvering his shadow without handseals, possessing an enormous amount of ways to further manipulate and empower it with them. Notably, his weakest technique is the clan's most iconic; Shadow Possession. Using his blade, he can grow his shadow to ridiculous sizes, having said to ripped buildings off their foundations with his shadow alone. Rarely, it has been said that he uses it in combination with his kenjutsu; tracing the shadow of his blade with his own.
Kenjutsu [Master]
Known for his clan's hijutsu, Kuragari is feared for his kenjutsu. With a sword capable of immediately paralyzing, his techniques draw from the - surprisingly classical - school of Kukishin-ryu (lit. Nine Heavenly Dragons) to attack the shadow and kill opponents with devastating upward swings. While not the most powerful swordsman in the world, he is one of the most creative, and utilizes various unorthodox and unique positions within his swings. It is unknown as much of this is innate talent versus self-taught.
Drunkard [Veteran]
Having a rather peculiar relationship with alcohol, Kuragari has a seemingly innate ability to restore his stamina with the substance. Rather than giving him a buzz, a large jug of booze will get him awake in the morning, and allow him to more easily restore his strength. Similarly, he can splash most forms of alcohol on wounds, allowing them to somehow heal faster - although it does cause a noticeable drain on chakra.
Taijutsu [Journeyman]
Kurogari is a drunken brawler, having a fair bit of experience with taking and dishing out damage with his fists. Completely untrained, the only skill he has for taijutsu is raw output and durability. He packs a mean punch if someone isn't prepared, but finds himself otherwise lacking.
Shurikenjutsu [Journeyman]
Kuragari keeps a good number of throwing knives on his person, and is no slouch when it comes to using small weapons like kunai for melee engagements. Even though it isn't his primary toolkit, he is better than most chunin with shurikenjutsu.
Stealth [Apprentice]
Not one to hide in the shadows, Kurogari has nonetheless found himself doing so; if only by accident. As a byproduct of his clan's hijutsu, he seems to sink more easily into darker places, making him harder to discern from the lumps of objects hidden in darkness.

↳ Shadow Cutter is Kuragari's famed blade. Named after it's ability to sever someone's shadow from their body, it absorbs the mass of black into the surface of the blade; causing it to swirl and shift constantly in light. By severing somene's shadow, they become paralyzed for a moment, allowing him to use a killing strike. By stabbing his own shadow with the blade, he can merge the stored shadows with his own to enhance his clan's Hijutsu.
